Dr. Serdar Savaş, 1960 yılında Ankara'da doğdu. İlk ve orta öğrenimini Ceyhan ve Adana'da tamamladı. Kabataş Erkek Lisesi ve İstanbul Tıp Fakültesi'nden mezun olduktan sonra çalışma hayatına sırasıyla Diyarbakır ve Adana'da sağlık ocağı hekimi olarak başladı. 1987 yılında Adana İl Sağlık Müdürlüğü'ne atandı. 1988 yılında Sağlık Bakanlığı'nda Bakan Danışmanı görevine getirilerek ulusal sağlık politikasının hazırlanması konusunda görevlendirildi..

Dünya Bankası tarafından finanse edilen projeleri yönetmek üzere 1990-1993 yılları arasında Sağlık Projesi Genel Koordinatörlüğü ve Müsteşar Yardımcılığı görevlerinde bulundu. Bu dönem içerisinde Türk sağlık sektörünün yeniden yapılanma çalışmalarını yürüttü. Birinci ve İkinci Ulusal Sağlık Kongreleri'nin Genel Sekreterliği'ni yapan Dr. Savaş, Ulusal Sağlık Politikası ve Sağlık Reformu teknik belgelerini de kamuoyuna sundu. Görevi sırasında hukuk öğrenimi de gören Dr. Savaş, ayrıca London School of Economics ve London School of Hygene'de sağlık politikaları ve finansmanı eğitimi aldı.

Serdar Savas was born in Ankara, Turkey in 1960. His education covers medicine, law (Istanbul University), health policy and finance (London School of Economics, London School of Hygiene).

Dr. Savas has extensive experience at several levels of the Turkish health sector. During his national career, he has held the positions of Health Director of Adana Province, Advisor to the Minister of Health, General Coordinator of the National Health Project responsible for managing World Bank sponsored projects, and Deputy Undersecretary of the Ministry of Health (MoH).

During his tenure at the MoH, Dr. Savas led the Turkish health sector reform. He paid special attention and efforts to developing the international relations of the MoH. He was the General Secretary of First and Second National Health Congresses and published technical documents of National Health Policy and Health Reform Strategies of Turkey.

Dr. Savas started working in 1993 at the World Health Organization's European Regional Office (WHO EURO) in Copenhagen, as the Regional Advisor for Health Care Policies and Systems. This role put him in charge of preparing the Ljubljana Charter on Reforming Health Care in Europe.
