Did Democrats Jeopardize Texas Constitutional Amendment Requiring U.S. Citizenship for Voting?

54 Democrats voted "Present" on a Texas Constitutional Amendment that would require U.S. Citizenship to vote in Texas elections. The measure did not pass needing 100 votes were needed out of 150 but only 88 Texas State Representatives voted "Aye". Six Democrats voted in favor.

What does voting "Present" this mean:
When a Texas State Representative votes "Present" means they are present at the time the vote is taking place but the choice is made not to vote "for" or "against".
