Location of Legendary Sorcery in Elden Ring
The Founding Rain of Stars is a Intelligence based sorcery, it is legendary quality and can be found in a secret location in the Heretical Rise, within the Mountaintops of the Giants. This location can only be reached after defeating The Omen King Boss at Elden Throne and acquiring the Rold Medallion from Melina.

From there you will need to travel a fair distance North to reach the Heretical Rise, and solve the puzzle there in order to access the legendary sorcery.

Stat Requirements of Comet Azur Sorcery:
Int/intelligence: 52
Uses 46 FP per cast.
