Fighting Frogs - Panamanian Golden Frog (Atelopus zeteki)
What you are seeing is NOT mating behavior but rather male-male aggression in the Panamanian Golden Frog (Atelopus zeteki). During the breeding season males will often call and chirp to attract females but will sometimes chirp at one another vigorously to assert their dominance. If that isn't a clear enough signal they will occasionally wrestle (as seen here). Wrestling behavior can look similar to amplexus (a male's embrace of a female) and this often creates confusion among human observers.
