How can an authority with access to thousands of hectares of prime real estate fail to deliver a single fully completed commercial project over a span of 17 years? Out of 188 development proposals submitted over nearly two decades, an astounding 129 projects remained completely stuck at the Ministry level waiting for approvals. Why? Because the system lacks a fixed timeline for clearing files. Proposals sat on desks for years, gathering dust while market conditions changed, causing private investors to pull their money out of frustration. Zonal railways regularly failed to provide basic documentation like clear land titles or certificates proving the land was free from illegal encroachments.

Even worse is the valuation scandal highlighted in the report. Financial consultants hired by the authority consistently undervalued prime real estate by using low residential pricing rates for premium commercial zones. Plots in highly lucrative areas like Ashok Vihar in Delhi, Shamatganj in Bareilly, and Gwaltoli in Kanpur were heavily undervalued, causing a direct loss of ₹287.76 crores to the public exchequer.
