Soviet counterintelligence units SMERSH are being revived in Russia, according to UK intelligence. Formally, their task during World War II was to fight spies, deserters and saboteurs. But in fact it was an instrument of Stalin's repressive system. Our correspondents uncover why Putin needs a new repressive organisation.
