Heller tries to kill Rooks, but decided to use him for intel. He goes out to hunt down scientists who try to use civi's as test subjects, while gaining powa in the process. He didnt kill Koenig, however. He instead worked Koenig to bring down the scientist Dr. Burk that was working on making super soldiers. After Heller consumed Burk, he learned that Koenig was a snake-in-the-grass. Heller hunts him down til the point he downed the helicopter he was in. Then, the fucka turns out to be an Evolved, a metahuman like Mercer.
