From our video archive: During filming in 2009, a teenager in a maximum-security prison segregation unit refused to give back a broom he has in his cell, and had ongoing issues with violent behavior while incarcerated. After negotiations failed to get the broom out of his cell, correctional staff assembled a tactical team to physically remove the teenager from his cell and place him in a restraint chair.
Following the filming of this episode, Superintendent Dempsey--who had just arrived as the new superintendent at the facility--implemented a new way of working with teen offenders when situations like this arose again. He banned long term segregation at the prison, ended cell extractions in all but extreme emergency situations, and implemented a counseling team to verbally deescalate teens who were aggressive or combative.
