We know we should be selecting based on whole life cost. How can we do that with the basic ECC? Can we really stretch the NEC so the bidder REALLY cares about operational cost? Can we use NEC for DBO (Design, Build, and Operate) and DBFO (Design, Build, Finance and Operate)?
