4K - National Guard Enters California - June 2020

Los Angeles and Hollywood-area residents awoke to a new reality on the morning of May 31st as troops from the California National Guard (Cal Guard) began arriving in military transport trucks, following growing social unrest due to international protests against police brutality. The Guard wore desert camouflage uniforms and were described as "heavily armed" and ready for war. They were perceived by some as a threatening force sent to intimidate peaceful protesters. Others recognized their presence as a deterrent to the criminal looters and arsonists who had only the day before plundered tony retail neighborhoods in the Fairfax district, The Grove, Melrose, Santa Monica, and beyond.

Initially, 4500 of California's 20k National Guard (NG) troops were called up by Gov Gavin Newsom to assist with domestic peacekeeping duties in Los Angeles, Sacramento, and Huntington Beach after Minnesota protesters became active in Minneapolis in response to the killing of George Floyd while in abusive police custody on May 25, 2020. California protesters immediately became active in solidarity with a global protest response to Floyd's videotaped murder; dedicated to ending racism and abolishing abusive police tactics, California protesters were primarily intentionally peaceful. Initially, however, isolated areas of Los Angeles County encountered intensive looting and arson that exceeded the limited containment ability of the Los Angeles Police Dept (LAPD), Sheriff's deputies, and the California Highway Patrol (CHP); they were simply outnumbered.

L.A. Mayor Eric Garcetti began by declaring a curfew which was ignored by protesters and crooks alike. Ultimately, Garcetti requested Gov Gavin Newsom's order to obtain National Guard assistance for the purpose of providing support for local law enforcement in the city and county of Los Angeles. Cal Guard remained in L.A. County for a week, then began withdrawing; no major violence occurred during their stay.

Earlier this year small numbers of California's National Guard troops were deployed to areas in need of assistance to test people for Covid-19 viral infections and to provide security at the testing sites. In April they deployed to assist with massive food distribution statewide and to assist at the L.A. Regional Food Bank. By the end of May, Cal Guard had helped distribute more than 35 million meals as part of their statewide humanitarian support mission.
