Winds of War 2, The Storm Breaks
Pug is summoned to Washington to meet with President Franklin D. Roosevelt, who is impressed by his early prediction of the German-Soviet non-aggression pact. Madeline secures a job with CBS in New York, deciding not to return to school. Warren continues his naval flight training. Rhoda continues her relationship with Palmer Kirby while Pug is away.
Byron, Natalie and Leslie Slote seek refuge at the U.S. Embassy in Warsaw after the invasion begins. They eventually manage to escape the city, though their journey is complicated by the growing danger to neutral foreign nationals and Jewish citizens.
Byron returns to Italy to assist Aaron. He proposes to Natalie, who accepts before traveling to the United States to visit her ailing father.
Victor "Pug" Henry is a composite of several high-ranking naval officers and attachés who served as presidential emissaries. His role as a "confidant" to Franklin D. Roosevelt mirrors real-life figures like Harry Hopkins or Admiral William D. Leahy, who acted as the President's personal eyes and ears abroad.
In the miniseries adaptation, viewers often noted similarities between Pamela and Pamela Churchill Harriman, Winston Churchill's daughter-in-law, who was a prominent figure in high-society wartime circles.
Her father is a composite of the legendary British war correspondents of the era, such as Edward R. Murrow or William L. Shirer, though he specifically embodies the voice of British nationalism.
Berel Jastrow's survival story and escape from German camps were based on the real-life accounts of numerous escapees who provided photographic evidence of the "Final Solution" to the Allies.
A junior diplomat, Slote represents the real-life "whistleblowers" within the U.S. State Department who tried and failed to get superiors to acknowledge the Holocaust. His character arc highlights the historical resistance and anti-Semitism found in the State Department during that time.
Armin von Roon is a composite of professional Prussian officers Franz Halder and Heinz Guderian to provide a "German outlook" on military strategy.
Wouk also populates the novel with actual historical figures who interact directly with the fictional cast. Franklin D. Roosevelt plays a major role as Pug Henry's patron and commander-in-chief. Winston Churchill, Adolf Hitler, and Joseph Stalin appear in scenes with Pug to illustrate the global scale of the conflict. Errol Flynn makes a brief "historical in-joke" cameo, reflecting the real-life (though later debunked) rumors that he was a Nazi spy.
