Did you notice that the same kid Titan spared in Season 1 that shotgunned him in the face is one of the bullies that confronts Oliver at the playground?
Titan was sent by Machine Head to send a message to Mr Liu by destroying one of their facilities and slaughtering everyone inside
He spares a young kid to pass on the message and the kid accidentally pulls the trigger but Titan still lets him live
In season 3 when Oliver is skateboarding at the park, they are confronted by three bullies, one of which is the same boy Titan spared
At least he doesn’t seem to be involved in organized crime anymore but that doesn’t stop him from getting humbled by Oliver who sends them all running
