Victor Brown is seen in this video being extracted from his solitary confinement cell at the Green Bay Correctional Institution in Green Bay, Wis., on Jan. 21, 2016 by Wisconsin Department of Corrections staff after a self-harm attempt. He had refused to voluntarily exit his cell prior to this extraction. This video was made available to the Wisconsin Center for Investigative Journalism by the DOC after the Center filed an open records request for video or audio from solitary confinement units in Wisconsin.
