Interoperability Legislation in Canada:  The Pitfalls and Paradox of Bill S-5 - Dr. Kathleen Ross, OSCAR BC 2026 AGM Keynote Presentation

In this session we will explore the impact of Bill S-5 on interoperability and the future of EMRs in British Columbia.

While the legislation aims to improve patient care by enabling seamless data sharing and preventing data blocking, it presents a key paradox: policies designed to open access may instead favour larger vendors who can absorb the ongoing costs of compliance.

For OSCAR and other community-based EMRs, this raises concerns about sustainability, innovation, and market consolidation. Together we will examine both the promise and risks of Bill S-5, emphasizing the need for implementation that supports a diverse and resilient digital health ecosystem
