First, you need to understand what the 2 different organizations (Fed and Treasury), are and then what the differences are between them. The role of the Department of the Treasury and the Federal Reserve have important and distinct, but interrelated roles to play in the economic policy of the United States. 

The Department of the Treasury, headed by the Secretary of the Treasury, reports to the President of the United States, and is responsible for carrying out the fiscal policy determined by Congress. 
Fiscal policy is how the government adjusts it's spending levels and tax rates to monitor and influence the economy

The Federal Reserve, on the other hand, does not report to any elected official,  but is an independent organization formed by its member banks. The Federal Reserve, or "The Fed," is responsible for supervising banks and managing monetary policy. Monetary policy is the sister strategy to fiscal policy in which the central bank influences a nation's money supply.
