Statute of Limitations Glitch: In/Spectre

I went a little bit more in depth with this one. In this episode it is stated that the statute of limitations had expired for a murder that took place 23 years earlier. It all boils down to when does the show takes place. For all I know the show takes place in a universe where the statute of limitations was never changed and still is 15 years.
