Special Primary Industries (OpenTTD Game Mechanics 02)

These primary industries don't behave like any others.
NewGRFs that fix oil production:
- Temperate Oil Wells CAN increase
- OpenGFX+ Industries - allows you to configure what industries are available on any climate.
- BSPI - augments default industries with interesting mechanics such as supplying valuables increases primary production
- Any industry replacement set, i.e. FIRS, ECS, YETI, etc
