Top 10 Villains That Should Have Been Pure Evil

I did a list discussing characters that shouldn’t have been Pure Evil. Now I’m doing a list of characters that would have been better if they actually were Pure Evil. Whether it be in terms of heinousness, moral agency, or even something as simple as them lacking redeeming qualities instead of forcing the character to be tragic.
