How to wake a dormant Lithium Battery Cell. Works on both Cell Phones & 18650s & Similar

Guide how to "wake Up" a lithium battery after the voltage has dropped too low. What happens is when the cells voltage drops below a certain point, the microchip on the battery that manages the cell disables outgoing power to prevent further drain that could damage the battery. Problem also being, is that most devices will not charge a batter that it cannot read voltage from, so it must be "woken up" first before the device (Cell phone, laptop etc...) will start it's normal charge cycle.
