Independence as Luxembourg is super easy, barely an inconvenience. You start with your own market, which gives a lot of liberty desire. Secondly, you are a personal union. To increase autonomy or go for independence, you need either nationalism or remove the monarchy.
If you remove the monarchy, you become independent immediately. No war needed.
If you research nationalism, you can just declare a war for independence. As long as you don’t add any other war goals, you will win. Because the Netherlands can not reach you. No frontline, no danger. Then you just have to wait until you win the war, because you control the only war goal.
