The voltage divider formed by R1 and R2 is safeguarded by an opamp voltage follower, which provides a high input impedance and low output impedance. This ensures that the rest of the circuit won't interfere with the voltage divider, keeping the voltage more stable even when there's an imbalance between the positive and negative rails than when you only would use a voltage divider. R1 and R2 can have values ranging from about 5K to 22K, the voltage divider impedance must not be too high as the LM741 has a 2 Mega-ohm input impedance.
Those 500mA(or 650mW dissipation) is not the max current you can pull, but how much the transistor can compensator the difference between positive rail and negative rail.
Over the years, I've built several variations of this circuit and I believe that this one is more stable, while requiring the least number of components.
