On May 20, Cuba’s Independence Day, the U.S. announced criminal charges against former Cuban President Raúl Castro over the 1996 downing of civilian planes that flew over the water north of Havana.
 
The aircraft, operated by the Miami-based Brothers to the Rescue, had been flying over Havana since 1995 to drop leaflets against the Cuban government. Castro, who was Cuba’s defense minister at the time, is now accused of orchestrating that attack.
