This is a speech by Canadian Prime Minister Mark Carney at the World Economic Forum in Davos on January 21, 2026.

In this address, Carney does not repeat the familiar Western claims of moral superiority. Instead, he speaks plainly: the so-called “rules-based order” is fading, and at its core it is a lie—one sustained through performance rather than belief. We all know this order has never been fair, yet middle powers such as Canada have long gone along with it, accepting the rituals of moral politics in exchange for protection and benefits under hegemony.

Drawing on Václav Havel’s idea of “living within a lie,” Carney challenges a common posture in international politics: using selective morality to mask structural dependence. He argues that when middle powers continue to act as if the rules still work, they are not exercising sovereignty—they are merely performing it.
