China Beige Book's Miller: The phase one trade deal is a 'head-scratcher'

The Trump administration has reached a phase one trade deal with China in principle, pending approval from President Donald Trump, that would roll back existing tariff rates on Chinese goods and cancel the new tariffs that were set to take effect on Sunday. In exchange, China will reportedly boost purchases of U.S. farm goods and obtain other concessions. Leland Miller, CEO of China Beige Book International, joins "Squawk Box" to discuss.
