Minicab illegally driving on a foot & cyclepath in Richmond Park - on purpose!

On my regular route to work (& 2 days after getting my new helmet cam), I passed this minicab driver, with a fare in the back, who driving down a foot & cycle path. When I asked him if he realised what he was up to he said "Yes" and he still carried on - I decided to post it here... (In 10 years I've never seen anyone else in a car on this path)

PS sorry video is slanted, I've only just got my Tachyon OPS HD camera and not fully fixed the mounting to my helemet
