Adoption of Electrical Schedule of Rates (SSR 2025–26)

The Schedule of Rates (SR), also known as the Standard Schedule of Rates (SSR), is a fundamental document issued by the Government for the purpose of standardizing costs associated with various engineering works. It provides item-wise rates for materials, labour, transportation, erection, testing, and commissioning, which are essential for preparation of estimates, tendering, execution, and financial control of works.

In the context of urban local bodies and government departments, the adoption of a uniform Schedule of Rates ensures transparency, consistency, and accountability in public expenditure. For electrical works, particularly those relating to street lighting, underground cabling, panels, transformers, and associated infrastructure, the SSR serves as a critical benchmark for cost determination.

The present proposal pertains to the adoption of Electrical Schedule of Rates (SSR 2025–26) for use in all electrical works undertaken. This adoption is necessary to align with current market conditions, technological advancements, and revised government norms.
The electrical sector is dynamic, with continuous changes in material costs, labour wages, technological standards, and safety requirements. The previously adopted Schedule of Rates may no longer reflect the prevailing market realities. Therefore, periodic revision and adoption of updated SSR is essential.

The need for adopting SSR 2025–26 arises due to the following:

Revision of Material Costs: Prices of electrical materials such as cables, LED luminaires, poles, switchgear, and transformers fluctuate due to market conditions. Updated SSR incorporates current rates based on recent data.
Labour Wage Updates: Government-notified labour wages and statutory benefits have been revised. SSR 2025–26 includes updated labour components.
Technological Advancements: Introduction of energy-efficient LED lighting systems, smart control systems, and improved electrical components necessitates updated rate structures.
Compliance with Government Norms: Adoption ensures adherence to guidelines issued by competent authorities such as PWD and DMA.
Uniformity Across Works: A common SR avoids discrepancies in estimates prepared by different divisions or engineers.
Audit and Financial Control: Adoption of approved SSR reduces audit objections and ensures financial discipline.
