So this is how you restore Android 4.4.4 or older version on a Nexus 7 (2012) or any Nexus 7 tablet by using Windows 10.

⚠️IMPORTANT ⚠️:
Only proceed with everything if you don't care what happens to the tablet. There is a chance that installing an older ROM or an wrong ROM it might not work and you won't be able to use the tablet anymore.

2019 updated version.

Steps are:
Install Android Studio.
Download the ROM for Android 4.4.4 Kitkat.

Copy the files from here:
C:\Users\**USER NAME**\AppData\Local\Android\Sdk\platform-tools\
into the folder of the Android Rom (4.4.4 Kitkat).

Shift right click on the folder with the rom and start CMD.

From the Nexus 7 settings, go to "Developer's options" and tick the option called "USB debugging".
If you don't do this, the computer will not recognize the tablet to make the update.
Plug the tablet to your computer by USB cable, you can start the tablet normally.

Commands:
adb devices
adb reboot bootloader
fastboot oem unlock
flash-all

If you get errors like:
waiting for any device fastboot - go to my pc and install the drivers for Android (see in the video how).

If the process fails, the ROM is not copied and the table is now stuck on the Google logo, just repeat everything and use flash-all again. It might work this time.

If you attempt to flash the ROM, it is your own responsibility.
