Is Vengeful Whisper One Of The Best Legendary Bows In Destiny 2?

Vengeful Whisper is a precision strand bow. The first of it's kind. In the current game we have two, but it being legendary goes a long way. Vengeful takes advantage of the strand kit with its strand specific perks. Best part is you are not tied down to strand at all. I would say it's in the top 5 weapons to get this season.
