Download "Spatial Media Metadata Injector" ► https://github.com/google/spatial-media/releases/tag/v2.1
At Assets click on "360.Video.Metadata.Tool.win.zip"
Recompressing a 360° video will make it lose the 360 related metadata, and thus VLC player under Windows isn't able to rotate the video, but VR 360 players on smartphone still play the video correctly and you're able to see in 360°.
