Arms control, disarmament and non-proliferation have experienced major setbacks in the international order based on rules and norms.

In Europe, key arms control and confidence-building agreements have been abandoned. In the Indo-Pacific, military tensions are growing.

The proliferation of weapons of mass destruction and their means of delivery is another major global and regional security concern.

At the same time, emerging technologies such as lethal autonomous weapon systems and offensive cyber capabilities pose new challenges. Multilateral efforts to address their potential impact are challenging.

In this episode of ICDS V-Talks, Kadi Silde, Undersecretary for Defence Policy at the Ministry of Defence of Estonia and Professor Nobushige Takamizawa, Ambassador and former Permanent Representative of Japan to the Conference on Disarmament discuss these and other issues.
