I film this driver doing what appears to be online shopping, and the Met chose to "notify" the driver of the allegation. It seems that given the high current load on the TORS team, they are shedding some of the harder to prosecute cases. I'm certainly fairly sure that online shopping counts as interactive communication. Ah well, this sort of thing will be an easy prosecution when the new mobile phone laws come out next year.
