Holley Sniper IAC idle hunting problem 1966 Cadillac

The fuel injected throttle body is hunting at idle uncontrollably. This video shows the engine below and above operating temps and with and without the iac plugged in. Please note, if I don’t exactly unplug the iac at less than 7% the idle will show slightly high due to the iac pintle being slightly open. Regardless, you can witness the stready idle without the ecu controlling the iac motor. $1000+ boat anchor as far as I’m concerned right now. Any help, suggestions or comments appreciated!
