R123HLS Lancashire Police employee* using mobile phone while driving, Whitestake, Lancashire

The driver of R123HLS was observed using his mobile phone while driving on Chain House Lane, Whitestake at the junction of Penwortham Way. As I pass I noticed the driver was scrolling and reading what appeared to me to be social media.

* I noticed the vehicle has a Lancashire Police HQ parking pass on the windscreen giving me strong suspicions this person or someone who has access to this vehicle is a member of staff who works for Lancashire Constabulary.

With the recent coverage of the Guy Richie story in the press you would expect employees of the Police to know the law and dangers surrounding the use of mobile phones while driving.

Having witnessing mobile phone using drivers for many years on Lancashire roads my experience is that drivers who use their phone while stationary also use it while in motion. The cognitive distraction from using a mobile phone (even in hands-free) last for around five minutes.

I did not capture enough evidence (Barreto loophole) to report this as a crime so this driver is very lucky to have escaped a potential criminal prosecution.
