Department for Transport, proposed Car/Motorcycle ANTI-TAMPER LAW? Are we confused?

The UK DFT has proposed new legislation to stop us customising our Motorcycles. I now have it confirmed that MAG, BMF and NMC were invited to a meeting to clear up CONFUSION over the proposals. The department for Transport are telling us we have misunderstood their intentions and have got it all wrong, but have we?
