Xeon V3 "Full Turbo UNLOCK" How To for X99 Motherboards

Here is the Full Tutorial and Guide on how you can unlock and boost the V3 Haswell Xeons (e5-2620 v3, 2640 v3 and 2678 v3) to their full turbo multiplier on all cores on any motherboard. I have also included a special step for the Machinist X99 Board, since it is great value but needs a unique work around.

Another program I like to use for my own Intel systems is inspectre, in this case it can check for your CPU_ID and you will need to have the 6F2 Xeon for this whole tutorial to work.
