How I fixed a rototiller handle

Today I have this 31/2 horse power Briggs engine on this old Mongomery Wards tiller. The problem with the tiller today is this handle.I am going to show you how I repair this handle. This was welded once before about 3 years ago. I tacked welded it into place. You can see thes nut & bolts, I do not know if it is original.
