Conflicts between nations can often seem intractable. But as North Korea scholar Sue Mi Terry argues, that doesn’t have to be the case. Drawing on the case of South and North Korea, she calls for more proactive, rather than reactive, foreign policy, making an impassioned plea for a brighter future for the two nations.

Sue Mi Terry is a foreign policy expert who served in the CIA for seven years. She is a senior research scholar at Columbia University.
