Commissioner Martinez refuses officer's instructions

Liberal Police officer body cam captures video during a traffic stop Oct. 1. Liberal City Commissioner Tony Martinez was the passenger, and he exits the vehicle and walks away. Officer states to dispatch that Martinez was "cussing him out" after Martinez refused to return to the vehicle and being instructed to do so by the officer.
