Modern rocket artillery was first employed during World War II, in the form of the German Nebelwerfer family of rocket ordnance designs, and Soviet Katyusha-series.
The Nebelwerfer was light enough to be towed around by almost any machine and was fired by a magneto. It didn’t even need a battery. As time went on, the Germans made more variations, with increased power & longer range. Up to six different variations were made. The Germans also attached them to armored Maultier half-tracks.
The Germans had been using rocket artillery from the start of the war, but it never quite became the battlefield-defining feature and never had a battle-turning effect like the Soviet one.
The first victory against the Germans was actually not long after the start of Operation Barbarossa when an experimental Katyusha unit destroyed an entire German convoy in a few seconds. The Germans, when they captured the rail-covered ZIS and Studebaker trucks had no idea what they were for until later in the war.
The Russians made about 10,000 Katyusha units while the Germans made about 8500 - 9000 Nebelwerfer units.
Both the Russians and the Germans made their rocket-launched weapons in all kinds of versions and types. Both types of devices were very effective in their roles - in the end, since the Russians won the war, we could surmise that their steamroller tactics and superior manufacturing capability coupled with almost unlimited mobility and fuel probably made them more effective.
