Elite Dangerous: Odyssey - Theft missions tutorial

When you are asked to steal things out of containers you can find them by using the terminal. If it's a "container" they will always be outside and if it's a locker or a sample those will be inside of the building. You can mark whatever it is you're looking for at the terminal so you know exactly where it is.

I needed the code to open the container and you needed to have authorization level 2. I was looking for someone with it but then went to the container and it was opened. I guess someone opened it before me. Otherwise, you would have to scan someone with the level 2 authorization and then go to the terminal and the code will show up.
