Nidec & Delta PWM server fan controller by temperature

I couldn't find a PWM (4 pin) fan controller that could support these Nidec and Delta server fans & control them by temp. That's because they pull 3.3A & 3.9A, which is around 39 & 47 watts, at full blast!

Without using the PWM wire, they automatically go to full, which is 5200rpm and 70dB of noise for EACH fan (I have 6).!! Not only did I not want all this additional noise, I didn't want the 240+ watts being used.

Luckily I found this controller!

A couple more notes:

I put new 4 pin connectors on both fans (the original was specific to the HP server they came from.
The pinout for both fans:
1 - black - negative
2 - red - positive
3 - blue - RPM to controller
4 - yellow - PWM signal to fan

The logic for how the PWM signal is translated with these fans is REVERSED when compared to other consumer grade PWM fans. That means that the PWM signal, when at 5v, the fan doesn't spin, and when at 0v, it's at 5200 rpm (100% duty).
