In February of 2024, the FBI launched an investigation into the suspected misconduct of 40-year-old Tiffany Heynard, who’d held office as mayor of Dolton, in Cook County, Illinois, since 2021. She was suspected of a number of dubious dealings that included unchecked spending that plunged Dolton into debt and the abuse of her political opponents. Residents described her as one of the most corrupt small town mayors in the US and the media labelled her “America’s Worst Mayor”. As reported by Black Enterprise, by February of 2024, Heynard had spent nearly $1 million of taxpayer money on her own 24-hour security detail. A particularly striking example in that regard was the fact that one cop received payment for 332 hours of overtime during a 2-week period, even though there are only 336 hours in 14 days. Many residents, employees, and business owners accused Heynard of using her position and the police force to harass her political opposition and extort campaign funds. Lawrence Gardner, who owned a U-Haul rental and trucking business, went to the FBI and accused the mayor of refusing to renew his business licence unless he donated to her campaign. Heynard, who referred to herself as “super mayor”, was also accused of spending funds without proper approval from the board of trustees or the village clerk, amassing debt in excess of $7 million. She was suspected of spending hundreds of thousands on first-class trips, events, and an ice rink. When the latter project was stopped by the City Council, the mayor went around them and hired a different company to complete the installation. Heynard was also named Thornton Township Supervisor in 2022. In that capacity she faced allegations of locking the township assessor, a political adversary, out of the assessor's own office in an apparent act of retaliation. She was also sued by a former township employee who claimed that they faced retaliation after refusing to find “dirt” for Heynard on other staff members. As of April the 19th of 2024, the FBI had served subpoenas at Dolton City Hall for records related to the suspected corruption of the town government.
