A: Jonathan, this weekend I am going to organize my space. It’s going to be so clean and…organized…
B: You’ve been talking about that for months!
A: It takes time.
B: Anna, talk is cheap. Just clean your office.
It’s easy to say you're going to something. It’s a lot harder to actually do it. This is what “talk is cheap” means. Another expression that means the same thing is “actions speak louder than words.” But “Talk is cheap” is a little more informal.
