Smart Fortwo W451 High Brake Pressure Applied To The Front Wheels Without Brake Pedal Depressed.

The vehicle came to our garage with customer complaining that the car has high fuel consumption and also the car needs to much torque (power) to drive or spin the wheels, we put car on the ramp and tried to spin the front wheels but they were very hard to spin then we checked the rear wheels but they were okay not they didn't give rhat much resistance to spin, then we connected a scanner to the car and looked at the brake pressure live data and the pressure applied to the front wheels was 37 psi this pressure remained all the time applied to the front wheels without depressing the Brake pedal pluctuating between 24 and 37 psi, customer also added that he has replaced front brake calipers but it didn't fix the issue.
