Cheap MPPT(?) Solar Charge Controller - 12v Solar Shed

There are a few 'MPPT' solar charge controllers on ebay most of which have been debunked and are not Maximum Power Point Tracking at all.

So how cheap can you go to get the benefits of MPPT over PWM?
