Top Boris Johnson aide says there was 'chaos' in Downing Street during Covid response

Lee Cain, Boris Johnson's former communications chief, said there was a general atmosphere of 'chaos' in Downing Street as the government attempted to organise a response to the spread of Covid19.

Andrew O’Connor, the counsel for the inquiry, asked Cain if he agreed with a message sent by Dominic Cummings to Johnson that the Cabinet Office was 'terrifyingly shit', which is why Cain was forced to drive policy during the pandemic response. Cain said: 'I might not use the same language, but you know, generally yes'.
