Can We Achieve Escape Velocity from the Gravitational Pull of Zero Sum Racial Thinking this Week?

Every time America has significantly expanded its governmental commitments to the social rights and well-being of its citizens, the benefits of the newly created programs and entitlements redound almost exclusively to the benefit of white citizens of European descent, typically either reinforcing or exacerbating the deep racial inequalities that have structured American society for over 400 years. As Congress considers a further expansion, is there any reason to believe things might be different this time? And should legislation pass that is truly equally beneficial for all, or that in fact primarily targets the least well off--including historically disadvantaged racial minorities--is there reason to believe it could launch a new era for the American racial order and politics, one in which zero sum racial competition might give way to inter-racial cooperation?
