Light Rail Fight Grows as Bridge Costs Continue Rising

The Interstate Bridge Replacement Project connecting Washington and Oregon across the Columbia River is facing mounting scrutiny after updated estimates dramatically increased the project’s expected cost and extended the construction timeline.

Officials now estimate the mega project could cost between:

$13.5 billion and $15.2 billion
With a likely cost estimate of $14.4 billion

The updated figures are more than double earlier projections released just a few years ago.

Republican Rep. John Ley of Vancouver remains one of the project’s most outspoken critics, especially regarding the inclusion of light rail across the bridge.

Ley argued:

Current ridership numbers do not justify rail expansion
Bus transit could handle projected commuter demand
Light rail is a major driver behind the exploding project cost

Ley said:

“This is a light rail project in search of a bridge.”

According to Ley:

C-TRAN reported roughly 2,200 daily transit boardings across the river corridors
Actual daily riders may be closer to 750 individuals once return trips are removed
Expanded articulated bus service could potentially address demand far more cheaply

Ley also criticized Portland’s TriMet system, arguing the agency faces severe financial pressures and is seeking federal support through the bridge project.
