Nigeria’s Truck Call-Up System At The Port Is Still Failing After Five Years - Babatunde

The government and the MPA authority introduced a call-up system designed as a digital and structured process for scheduling trucks entering the port, with the aim of preventing the simultaneous influx of trucks and reducing congestion. Initially, the system worked effectively for about six months, but over time it appears to have evolved into an institutionalized rent-seeking arrangement, where the focus is no longer on solving the traffic problem but on sustaining a process that generates revenue for the operators managing it.
