Why isn’t the new Polish-German agreement a treaty? | Rolf Nikel

Poland and Germany will soon mark the 35th anniversary of signing the Treaty of Good Neighborship and Friendly Cooperation with a new defense agreement. But why is it just an agreement, instead of a treaty or a pact? Is it because the Polish government is trying to avoid the risk that the president might veto it?

Stressing that as a diplomat, he is not in the habit of commenting on how other countries run their affairs, Rolf Nikel, former German Ambassador to Poland, said that what the agreement will be officially called is of little importance.

“Sometimes you need full treaties. Sometimes you don’t, and it is totally up to the country that is concluding this agreement how to make sure that it is actually implemented,” he said.

“That’s the important thing. It’s not about procedures; it’s about implementing agreements. (...) I’m very convinced that the Polish government will find the right way to address this issue,” he added.
